1) I fixed the National Academies link -- should work now... thank you for that!

2) about dredging... yes, helping to keep the Bay clean and useful for recreation and beneficial for wildlife habitats are some of the GOOD things about dredging... but just making more room for super tankers carrying what is essentially liquified tar is one of the BAD things..... yes, I probably could probably make this point a bit stronger.
